Enviroman's article mentions BlogExplosion, one of the top 2
surf
exchanges.

I'd also recommend looking into the other exchanges
especially blogmad
and blogsoldiers.

BlogExplosion used to be the best, BlogMad is giving them a
run for
their money.  I have a list of about 13 total blog surfing
exchanges
that you can checkout.

You an look at these like a way to earn free blog traffic
while you
surf the internet.  You go, you surf through some blogs and
earn
credit for each blog you surf through.  That credit then
puts your
blog in the pool for other blog surfers to view.

In addition to earning traffic directly, these are excellent
resources
for networking with other bloggers and learning best
blogging
practices (and sometimes worst practices) by seeing a wide
variety of
diverse blogs.

I have been using these surf exchanges for over a year. 
They do help
bring in traffic and give you the opportunity to win over
subscribers,
return visitors and blog roll friends among other things.

My answer is .... networking. What makes a blog a blog is
readers, and
the fastest way I can think of getting readers that are
interested in
the same subject manner that you are is
"socializing" with them.

I would first get listed at Technorati (http://www.technorati.com) and
"favorite" some of the blogs that interest you.
They will notice that
you did this, and will (sometimes) return the fave. This
will get you
noticed.

Then sign up on some of the larger social networks for
bloggers:

http://mybloglog.com

and my favorite

http://bumpzee.com

Most of these will have areas where you can communicate with
each
other. Jump in there and start flaunting what you got to
offer, and
before you know it -- they will be reading your stuff and
linking back
to you. This will get their readers to notice that you are
out there
too. If you have good content -- it will snowball on you
really quick.

This is all give and take -- respond in kind. Write about
their stuff,
if it is noteworthy too.
