That is very strange. Are you sure you are logged out? I use
multiple
Blogger accounts (reasons explained in a post but can't find
it) and
multiple browsers

in a
different browser (FireFox, my favorite and also recommended
by
Blogger) , and I don't see any of those screwdriver and
spanner icon.
What you can do is perhaps to clear your cache and cookies
(tho I
don't know why this may work because it should not make any
difference) or better still, use a different browser to view
your
blog. If you are like the majority of surfers who still only
uses
Internet Explorer, I highly recommend getting Firefox.
