I made a post sometime ago in a different thread that had a
similar issue. The
advise given was that it could be a cache issue if not with
the browser,
perhaps a cached proxy along the network. Now while I might
agree that such is
possible, it seems the issue is growing with more threads of
the same issue

When I first went to the blogger site to check it out the
language was in
English and readable everything was fine/normal. After I
deleted some old
programs and changed some settings from the internet options
window a couple
days later the site had changed. It's un-readable; it has
symbols and small

Design flaw in the TicTac template - 1 new

stripe appears broken.
When I double-click the title "Cloud Bouncing" (my
blog's name), the stripe
suddenly appears as it should, but when I scroll the page
down and up again,
