Cannot get comment moderation working

And your blog.properties file contains the line:

comment-moderation-enabled=true

However, when new comments arrive, they still show up in the entry.

This is my last resort to remove spam.  I cannot enable the math comments plugin, since my comments page does not display correctly in IE.

Any ideas?
