New 3.1 installation - can't create new blog

I installed a clean 3.1 installation from the quickstart
warfile (mainly
to kick around creating new templates before upgrading my
existing
installation), and find I am unable to create a new blog.  I
see no
errors listed in any of the logfiles, either...

What obvious thing am I missing?
