What exactly do you mean when you say "nothing happens"?
Can you send us a link to your site and the URL where you expect
blosxom to be running?
What, if anything, is in your server logs after you request blosxom.cgi?
Are you absolutely certain that you've correctly followed all the
directions on
http://www.blosxom.com/documentation/users/install/dynamic/
windows.html?
