I'm pretty sure there are a lot of wiki's that use files or a flat file db as
storage, I'd say there would be other blogs as well. Not sure though.

Out of the box, I don't thinkg IIS only supports ASP for dynamic content.
Since blosxom is written in perl, you would need to get IIS to execute perl
files. A quick google shows it is possible [1], these instructions should
probably also work on IIS 6 (or perhaps you should google some more).

I'm not sure if anyone has ever run blosxom on IIS instead of apache, but if
both blosxom and IIS use the cgi standard right, it _should_ be no problem.

Let us know how it goes if you get it to work!

PHPBlosxom [2] is an entirely different project, so we can't help you with
that. If you want to explore that route further, you should look there, but it
seems that PHPBlosxom is even less maintained than blosxom.

They are. There is a description and some helper scripts on how to
install Blosxom on windows by hand at:
