Define "official".
There is an "official" but neglected and partially malfunctioning
website and version at www.blosxom.com. IIRC someone mentioned on this
list, that there are or at least were efforts to unify all the
different resources, especially to reactivate www.blosxom.com as a
central (and uptodate) information with new maintainers.

The v2 branch is stable and widely used, so people started optimizing
it. Although the v2 base is quite old there's still a lot of plugin
development, partially implementing new technologies in blogging like
tagging, partially implementing completely new ideas.
