How can I set use-project globally?

I can "use-project site-config/pkg : D:/Home/lib/pkg
;" in my Jamfile,
but not in site-config.jam

I want all my projects to know where to find /pkg project
and its
subprojects. How can I add a project name to the scope
globally?

just put use-project in your Jamroot
