Process to add new platform toolset?

First step would be to head on over to the Boost.Build list

list now). Once there you can post the new toolset and we
can discuss 
it. First likely question will be which version of
Boost.Build. Second 
likely question, given that you are posting from Cray Inc
, is
there 
support for compiling bjam also. I'm sure other questions
will come up.
