duplicate initialization of gcc

Hello,

if I do, using gcc, for instance in Jamroot, and that was
previously
done in user-config.jam, then bjam complain with:

error: at
/usr/local/src/Build/boost-build/build/project.jam:760
error: duplicate initialization of gcc with the following
parameters:
error: version = <unspecified>

my question is: is it possible to check if a previous
"using" have being
done?
