Question regarding rules

In test/tag.py, the test tag rule in invoked using the
__name__ variable. 
e.g.
exe a : a.cpp : <tag>$(__name__).tag ;
lib b : a.cpp : <tag>$(__name__).tag ;

Why is this?  I originally wrote the invocation of my tag
rule as
exe test : test.cpp : <tag>brand

And it *seems* to work just fine...
