using symlink

Hello, I'm trying to use symlink but it fails

what is wrong in the attached prj.tar.gz sample?

  prj : Jamroot
   _ subdir : file1.h
   
   _ Hs : Jamfile

 What I want is to create symbolic link into Hs to some
header files
located in other subdirs of prj.
