Borland static linking failures with BBv2

Hallo,
since switching to Boost.Build v2 a strange problem has
crept up that 
causes static linking to fail often with Borland's 5.8.2
toolset.

One instance of the problem is: http://tinyurl.com/2r95y4
which is what causes the regex_config_info test to fail. It
also affects 
the serialization library.

This problem doesn't show up when building snapshots from a
few months 
ago with Boost.Build v1.

I'll investigate this further, but if you've got any
suggestions, don't 
hesitate
