Svn commit problem

Hi,

I suspect I have a configuration problem with SVN.  Does
anyone  
recognize what I'm doing wrong?

[kbelcosahp7645 boost]$ svn commit
svn: Commit failed (details follow):
svn: MKACTIVITY of '/svn/boost/!svn/act/ 
8dbe8985-493a-0410-9356-8dee7d471d7f': 403 Forbidden
(http:// 
svn.boost.org)
svn: Your commit message was left in a temporary file:
svn:    '/var/scratch/boost/svn-commit.tmp'

That should be https://svn.boost.org -- So
I guess you are trying to 
commit from an anonymous checkout.
