Yes, as the API for S3 uses SOAP and REST. But people are
building
content managers in Perl, C, PHP, Python, Java, etc.
For example, there is this Perl module, Net::Amazon::S3, but
I'm not
sure how mature it is:

For now, I'm going to use a Firefox extension to manually
upload
content, but I'd be curious if anyone is publishing directly
