Yup:

$ dpkg -L ffmpeg-dev =

/sw/include/ffmpeg/rtp.h
/sw/include/ffmpeg/rtsp.h
/sw/include/ffmpeg/rtspcodes.h
..

So you need --with-ffmpeg-includes=3D/sw/include/ffmpeg, and
you also need =
to have libavcodec1-dev to get avcodec.h
