Create new group for discrete task

Fortunately, up until now, I haven't had the need to
setup/configure
groups. But we have a volunteer coming in to perform a very
discrete
task: add/edit keywords to existing stories.

Is it possible to create a group with the following
constraints?

1) Can check out a story asset, but
2) only edit the story's keywords, and
3) only either shelve or check in to another desk when
done.

If so, how?

No, you cannot limit someone to editing just part of a
story. They  
either get the whole story or nothin', I'm afraid.
