Details:

findutils 4.3.8 fails to compile locate on cygwin 1.5.24,
since it uses
strcasestr without also using the gnulib module.  It
compiles on CVS cygwin,
however, since strcasestr will be added as part of cygwin
1.7.0.

on May 26.

Attaching a patch against 4.3.x; it should be trivial to
backport a similar
needed patch to 4.2.x:
