Hmm. I do have 1 3rd party dll that was compiled under 1.0. 
would that
cause this problem?  I am going to see if I they have a
newer version
that I can download.

Any chance you are getting loaded into the wrong runtime
version?  Are
there any other ASPX or DLL manifests that require 1.1
runtime or
something?
