Hi,
you should have the controls tag wrapped in a pages tag like
this:

<controls>
<add namespace="Microsoft.Web.UI"
assembly="Microsoft.Web.Atlas"
tagPrefix="atlas"/>
<add
namespace="Microsoft.Web.UI.Controls"
assembly="Microsoft.Web.Atlas"
tagPrefix="atlas"/>
</controls>
</pages>
