Keeping in mind that whatever else VS does to make you think
otherwise, in
the end a web page is basically html and such like.
This gives a few examples of embedding pdf.

I would first try placing the html directly in a static
.htm, then move it
to an aspx, and once that's working, move it to a control of
some sort (if
you can't find a control to hold it, then try a server
control to build the
basic html you need).
