That feels like the wrong question. Its more interesting to
know why
the client cares, and if it does matter, then buying a
faster PC is the
easiest way of dealing with the problem.
That said, if your app is unresponsive for a long period
during startup,
there are plenty of ways in which you can improve on it. See
the recent
thread on backgrounding your initialisation, for example.
However, you really need to understand why the client is
concerned
about the CPU usage before trying to fix it. For example,
I'd be really
hacked off if I had bought a program, and it artificially
limited its CPU
usage to 50% and therefore took twice as long to start,
whilst I'm sitting
around waiting for it.
