Yes, that´s because the certificates always last 1 year.

expiring earlier
and earlier each year?

Ok, and what happens, if you renew a certificate directly
after issueing it?
Then it would be valid for about 24 months. If you would
renew that one, it
would be valid for 36 months, ...
We dont want to limit the flexibility to renew certificates
at any time.
An alternative would be to define the certificates to always
last
one year + one month. So if you renew it always 1 month
before it expires, you
can always do it on the same day of the year.
