I subscribed to the support list to post a message about
problems
with various web pages acting as a giant download link to
<https://
www.cacert.org/cap.php>, and found that Michael Glave had
already
reported the problem and also had identified the issue.

For example, the Contact Us web page has this problem. It is
a little
annoying. While using the web site today I downloaded 17
copies of
the CAP form.
