Fedex won't deliver to a PO Box so that is why it was sent
back.  Maybe
someone can advise of a direct address so that you can use
Fedex. 
Otherwise you can use the postal system to get it there.  I
think also they
allow you to send it to them in a digital form although they
can better
advise on that method.  Make sure you have a digital copy
with you if you
do mail it in.

FWIW I used USPS and it went fine.  I also sent an S/MIME
copy of the
scans to Guillaume.
