Thanks for the sample. The key is in the warning you get
when reading the image:<br /><br />

unknown 38 byte header

There are 38 bytes before the start of the JPEG image in
this file.
For this reason, ExifTool will not rewrite the image. If
you remove the leading 38 bytes, then you
can re-write the image without errors.<br /><br
