Ian,
I just used your code, just threw it into a validated xHTML
document. The
only change I made was to throw in the border on the divs.
The two body's were my fault. I forgot to remove my body
tags from my
skeleton document.

In your IE6 the header and body where the same width? I
just ran the code
you provided to make sure that the simplified code worked
the same as my
project. And in my IE6 the body is wider then the header by
the width of
the left margin|padding value.
