QuMeeLa,
      I believe that that DLL is from the old beta speech
applications
SDK.  The current version is called Microsoft.Speech.Web.UI,
and should
be included in the current version of the speech
applications sdk.

      BTW, the code project has sample speech recognition
projects on
their site.  Below is one for TIC-TAC-TOE.
