Sorry to follow up my own post, but I got this from the MS
VS Express
site:

"4. Can I use Express Editions for commercial use? 
 Yes, there are no licensing restrictions for applications
built using
the Express Editions."

So your fears about licensing restrictions on the free tools
look to be
unfounded.

Visual Studio Standard Edition is $299.00.  The Professional
Edition is
$799.  So we're not actually into the "Thousands of
dollars" territory

.NET applications - if you're prepared to use a text editor

Well,  that's just the marketing.  What REALLY counts in
the EUL, and
they don't let you see that until you're installing it. 
For example,
previous versions of VS that came in books had an EUL that
restricted
you from distributing the code (ever).  History has taught
me, that
microsoft doesn't just give things away.  I found out I had
already
downloaded the .NET developers kit (2.0 I think), and I
installed.  I
will attempt to use that first--even though it is only a
comand line
tool.  Thank you for your assistance.
