you only need to do this:
- save a putty session (e.g named as "cvs")
- start pageant with the name of the key-file as parameter 
  (e.g. "C:\Programme\PuTTY\pageant.exe
e:\daten\ssh\keyfile.PPK")
- tell the system, where pageant are by setting environment
variable "CVS_RSH"
  (e.g.
"CVS_RSH=C:\Programme\PuTTY\plink.exe")
- use a CVSROOT string in this format:
":ext;username=zoernack;hostname=cvs:/var/cvsnt"
  where: * ":ext" tells WinCVS to use the
external protocol, defined in "CVS_RSH"
         * "zoernack" is my user name on the
server
         * "cvs" is the name of the saved
session in putty (see above)
         * "/var/cvsnt" is the path to the
repository on the server

...or simply use the :ssh: protocol which is a
self-contained, built-in
PuTTY client. That will save you the step of having to set
the CVS_RSH
environment variable. If there's nothing special about your
PuTTY session
you could skip that step as well and simply use
:ssh:userhost:/repo . 
For some servers you might have to force the SSH version, in
that case use
:ssh;ver=2:userhost:/repo . Using Pageant is recommended
nevertheless,
though not mandatory: The cvsagent utility that comes with
CVSNT will do
nicely as well though it relies on the SSH password rather
than the private
key. Your choice. ;)
