Hi,
I'm adding another scenario that might help resolve this problem.
1. Open WinCvs Version 1.1b16 on an arbitrary directory
I can see the files in the WinCvs UI.
Exit WinCvs Version 1.1b16. 2. Open WinCVS 2.0.2.4 on the same directory
I can see the files in the WinCVS UI.
Exit WinCVS 2.0.2.4.
3. Open WinCVS 2.0.2.4 on the same directory
I CANNOT see the files in the WinCVS UI.
Exit WinCVS 2.0.2.4.
4. Open WinCvs Version 1.1b16 on the same directory.
I CANNOT see the files in the WinCvs UI.
Exit WinCvs Version 1.1b16. 5. Open WinCvs Version 1.1b16 on the same directory.
I can see the files in the WinCvs UI.

I found that if I disable the View Workspace option, I can see the
source files in the WinCVS 2.0.2.4 UI.
