change repository location

I *can* tag, but I get an error message regarding CVSROOT:

cvs [server aborted]: cannot write E:/slc/CVSROOT/val-tags:
Permission
denied

I'm guessing CVS is trying to write an entry to the CVSROOT
folder,
which has invalid permissions?
