Not sure why this leads to the specific error message you
report but one 
thing that's definitely wrong about that commandline is
that there is a 
colon character missing in front of the protocol prefix.
Your CVSROOT 
should read:

:pserver:Administratorlocalhost:/_cvsRep/



Furthermore, if you are connecting to a local server on
Windows (I 
assume it's CVSNT?) why do you use that awkward :pserver:
protocol? The 
more natural choice would have been :sspi:, e.g.:

:sspi:localhost:/_cvsRep

I also get errors with sspi protocol:
cvs -d :sspi:localhost/_cvsRep login 
Logging in to :sspi:Administratorlocalhost:2401:/_cvsRep

***** CVS exited normally with code 0 *****

cvs -d :sspi:localhost/_cvsRep checkout -- /_cvsRep/pstr/
(in
directory E:\_cvsWorkDir)
cvs [checkout aborted]: Absolute pathname `/_cvsRep/pstr/'
not allowed

***** CVS exited normally with code 1 *****

I just happen to use pserver protocol more since other
repositories
that I get sources from uses pserver.
