Have you looked at CVSNT 2.5.04 testing release (client) -
it includes "CVSNT Manager" which includes GUI
management of ACLs.

The whole web thing will probably be addressed in the EVS
project (which is kinda the "next generation"
CVSNT) - get involved in that if web is crucial to you.
