No idea.. I've never seen a client that didn't send it
though.  Some of 
that goes back to the original cvs commit logic that's
rather hairy in 
places... cvsnt has come to grief more than once by not
sending 
something that's seemingly pointless to a cvs server.

I've tried sending the Checkin-time-request before the
Modified-request, but 
it still fails. :(
