tigris suggestion: add the issue search box to more pages

[I never really know where to send suggestions for
tigris.org.  I
guess somebody here does.]

://subversion.tigris.org/project_issues.html has a great
issues
search box.  As far as I know it isn't anywhere else (well,
there's a
supercomplicated search page too).  Could we get one of
those on all
the issue tracker pages next to the "jump to this
issue" box at the
top?
