Okay, bug found.  The problem was in the
svn_fs_closest_copy() implementations.
 I (possibly with kfogel, though I can't recall now) added
code some time ago to
prevent a certain flavor of badness, but the check was
botched in a way that
caused it to sometimes catch the badness, and sometime now.

I've got a patch.  Running 'make check' with fsfs and bdb
backends now.
