Committed in r18473, thanks!  I made a few tweaks, the
buildpkg.sh script now
accepts a --prefix parameter so you can build packages that
don't install into
/usr/local, and the PKG and VENDOR have been tweaked because
these really aren't
CollabNet packages, they're from the Subversion community. 
Also, I had to add a
call to AC_CANONICAL_TARGET to configure.in, so we can have
a target_cpu to
replace in pkginfo.in.
