The idea is to include into the .SVN directory the
information of all the files
that is locked by other users also, everytime you do an
update or Sync. 

This will allow the GUI Subversion's clients to show an
Label Decoration for all
files that were locked by other user rather then only from
the owner of the
curent working copy.
