Reflective merges are faulty

Do we support 'reflective merges', if so to what degree?

Irrespective of our level of support what it does today is
wrong, refer desc1.

subversion/libsvn_client/merge.c
'calculate_requested_ranges' suggests that we
support 'reflective merges'.

merge_tests-56 ('avoid_reflected_revs') details the actual
and expected behaviour.

It is 1.5 must fix. Once issue 2821 gets over(Which I hope
by September 27 all
tests pass now, I am cleaning up the patch and doing a self

focus on this issue.
