The libsvn_client functions that do commits with extra
revprops should
catch the RA_NOT_IMPLEMENTED and retry without the revprop,
and then
make svn_ra_change_rev_prop calls to set the extras.

After thinking about it for a while, this is a bad idea. 
Better to
let callers decide what to do when revprops can't be set as
part of
the transaction.
