Putting in 'nonblocking' milestone.  I don't have access to
a Windows setup and
can't contribute to this myself.  mescator, if you can debug
this to source
level, that would be great.  I'm not closing, but I think it
will be difficult
for others to set up the correct environment to reproduce
this, which means
things aren't likely to happen unless you make them happen
