svnadmin load should add mergeinfo for copies

That feels a little better.  I was going off your comment
that the hook could *only* be called from 
svnadmin load to think you were writing some secret magic
code or something.  It sounds like you are 
saying the user had better remove the hook before they start
using the repository.
