Asking our users to dig around in .subversion/auth/ to clear
credentials isn't
very nice, so I agree there's a use-case for new APIs here.

The APIs need to exist in C before JavaHL can wrap them, so
-> libsvn_subr.

This doesn't seem like a huge job, so -> 1.6-consider.
