In trunk for 1.5, the new svnadmin recover feature for fsfs
repositories
will leave the repository in a broken state if there is a
revs file but
no revprops file, which can happen if a non-Subversion aware
backup
races with a new commit, since fsfs writes the revs file
before the
revprops file.
