Did you go through the buddy system (discussing your issue
on the users list)
as kindly requested on the issue tracker front page?

Could it be that your build process causes these problems
(for example by
copying the source directories including with the .svn
directories before
building)? If that is the case, Subversion is working as
expected: every
subdirectory is a separate working copy (meaning parent
directories don't affect
the current directory).

If you want to discuss further, please raise the subject on
the users list.
