Reflective merges are faulty

Patch at desc28 fixes the mergeinfo indexing part of the
problem, all tests pass
via ra_local, ra_neon and ra_svn. Yet to work on
implementing ra API to get the
commit revisions for the set of merge ranges for a given
target and a given
merge source.
