Using a remote/shared host?

I have shell access at Bluehost and am trying to install
Campsite on their servers.

I have followed the instructions in the manual for
'Installation without Root access' but get the following
error:

Does anyone have any ideas what the problem is and also how
to solve it?  If I can get it working then there will be at
least one shared host that Campsite works on fully.
