Well, we are both guilty of being firewall-centric in our
thinking on
this issue.  In my case it's because we are on a firewall
mailing list,
and you are asking about a firewall problem.  It is easy to
forget that
firewalls are just one component of a networking system, and
that any
component can be the cause of failure.  The natural
inclination is to
suggest that, if traffic is being blocked, the firewall is
the one
blocking it.  But that is not always the case.

Of course, there is no reason that any of us would know how
your
router's configuration impacts your networking system, or
else we would
have to answer every query on this mailing list with
"Did you reboot
your router to see if that's the problem?"

In my opinion, rebooting any piece of equipment does not
"fix" anything. 
If your router caused this problem, it will probably cause
the problem
again someday.  If you are okay with rebooting it whenever
you see this,
then I suppose that's that.
